The American Association of State Highway and Transportation Officials named Jennifer Portanova – state traffic engineer for the North Carolina Department of Transportation – to a two-year term as co-vice chair of the Committee on Transportation System Operations or CTSO.

AASHTO’s CTSO focuses on transportation system operations and associated intelligent transportation system or ITS technologies with a goal of improving safety, system reliability, and highway system performance. Those efforts include the publication of very first “Transportation Operations Manual” in October 2023 – a guidebook for Transportation Systems Management and Operations or TSMO initiatives.

Portanova – a 20-plus-year NCDOT veteran – has helped shaped the implementation and deployment of TSMO strategies to enhance the transportation management capabilities of North Carolina; providing leadership and support for the planning, execution, operations, and maintenance of North Carolina’s 80,000 miles of freeway and arterial corridors.
She also serves as the chair of the TOM technical committee, which has been charged with mainstreaming and implementing the TOM and is now working towards an on-line TOM portal.
In 2022, the National Operations Center of Excellence or NOCoE named Portanova its “Champion of Excellence” for her work promoting the use of TSMO strategies to fulfill “critical thinking needs” when it comes to managing North Carolina’s roadway network.
Portanova holds a bachelor’s degree in civil engineering from NC State University.
