The American Association of State Highway and Transportation Officials has named Mark Luszcz (above) – chief engineer of the Delaware Department of Transportation – to a two-year term as vice chair of the AASHTO Committee on Traffic Engineering.

The AASHTO Committee on Traffic Engineering is composed, essentially, of the state traffic engineers from all 52 AASHTO member departments. Its charge is to assess the effectiveness of traffic control strategies and devices for the efficient and safe operation of the nation’s highway system.
Luszcz – appointed Delaware DOT’s chief engineer in February 2025 – is responsible for delivering the agency’s annual capital program of nearly $600 million and leading Delaware DOT’s Division of Transportation Solutions, including over 450 staff members.
Other responsibilities include development and implementation of the Delaware Strategic Highway Safety Plan; asset management; property management; development of policies, manuals, guidelines and standards; digital delivery initiatives; financial management; workforce development; traffic studies; railroad coordination; sign fabrication; maintenance of traffic control devices; oversized/overweight vehicle permitting; special events; and management of the 24/7/365 Transportation Management Center.
