Shailen Bhatt Steps Down as FHWA Administrator

After over a year and half of service, Shailen Bhatt (above) officially stepped down this week as administrator of the Federal Highway Administration. Kristin White, FHWA’s deputy administrator, is now acting administrator for the agency.

Confirmed by voice vote by the Senate on December 8, 2022, as the 21st administrator of the FHWA, Bhatt was also the first person of Indian descent to lead the agency.

Bhatt previously served as the executive director of the Colorado Department of Transportation, secretary of the Delaware Department of Transportation, and as associate administrator for policy and government affairs at the FHWA.

He is joining AtkinsRéalis as senior vice president and chief operating officer for the United States, Latin America and Minerals & Metals.

Married with two daughters, Bhatt graduated summa cum laude from Western Kentucky University with a degree in economics.

In May, FHWA named White as deputy administrator after previously serving as the agency’s chief counsel since July 2023.

Prior to joining FHWA, White served as the chief operating officer of the Intelligent Transportation Society of America.

She also co-founded and served as executive director of Minnesota’s Office of Connected and Automated Vehicles within the Minnesota Department of Transportation, where she also served as associate legal counsel for three years.

White holds a Bachelor of Arts degree from St. Olaf College in Northfield, MN; a law degree from the Mitchell Hamline University School of Law in St. Paul, MN; and a global arbitration certification from Queen Mary University of London.
