The National Operations Center of Excellence or NOCoE recently launched a “TOM Talks” webinar series to promote its Transportation Operations Manual or TOM originally published in 2023.

NOCoE is a partnership of the American Association of State Highway and Transportation Officials, the Institute of Transportation Engineers, and the Intelligent Transportation Society of America, with support from the Federal Highway Administration. The organization recently celebrated the 10th anniversary of its formation in January at the 2025 Transportation Research Board Annual Meeting in Washington, D.C.
The “TOM Talks” webinars serve to highlight the TOM’s guidance on the strategic, programmatic, and tactical elements of Transportation Systems Management and Operations or TSMO strategies. To sign up for the “Tom Talks” webinars in May, August, or November, click here.
The first webinar in this series – held in February – detailed the specific elements of a TSMO program plan; discussing the TSMO plan development process and highlighting exemplary practices from Minnesota, Ohio, and Texas in developing their own program plans.
Published by AASHTO, the TOM serves as a resource for transportation agencies to develop and sustain the operational capabilities and strategies needed to preserve and optimize transportation system performance.
It touches on all levels of TSMO efforts – strategic, programmatic, and tactical – and expands current TSMO practice through a more cohesive approach that helps agencies and their partners gain familiarity with generally accepted operational improvements, as well as develop appropriate future applications.
