This new specification guide provides haulers, agencies, contractors, suppliers, and vendors with a standardized format for digitalized communication of data associated with the delivery of material, including:
- Source (e-tickets); hauler; loading and delivery events; testing and contract administration; and agency verification data. Within the format of the specification, individual agencies will select which data blocks are
- Necessary for the e-ticket and associated material delivery management system or MDMS. The specification also provides a list of possible data blocks that an agency may want to require.

The information in the new material delivery management guidebook dovetails with the 43rd edition of AASHTO “Standard Specifications for Transportation Materials and Methods of Sampling and Testing and AASHTO Provisional Standards,” released in August and known colloquially as the “Materials Standards” guide.
Developed by the AASHTO Committee on Materials and Pavements, these standards contain specifications, recommended practices, test methods, and provisional standards commonly used in the construction of highway facilities.
The 2023 edition of the Materials Standards contains a total of 556 standards and includes four new and 100 revised standards. (Click here to download the Summary of 2023 New and Revised Materials Standards.)
The 2023 edition of the Materials Standards is available as a PDF download publication. Customers can purchase either a single-user license, or choose among several multi-user licenses—two-user, three-user, five-user, 10-user, or 25-user—which offer increasingly deeper price discounts per user.
