On June 5, the House of Representatives Appropriations Subcommittee on Homeland Security approved by voice vote a fiscal year 2020 funding bill that provides a gross total of $63.8 billion in discretionary appropriations for the Department of Homeland Security – including monies to pay for a variety of transit and port security needs.

“Our bill supports the broad array of homeland security missions, from protecting air travel and our territorial waters, to helping state and local governments prepare for terrorism threats and disasters, to securing our cybersecurity systems and physical infrastructure,” said Subcommittee Chairwoman Lucille Roybal-Allard, D-Calif., in a statement.
According to a summary of the bill – which now heads to the full House Appropriations Committee for markup – transit and port security monies will come out of the $18.9 billion in FY 2020 funding proposed for the Federal Emergency Management Agency; specifically, from $3.06 billion designated for “grants and training.” That includes:
- $700 million for the Urban Areas Security Initiative – $60 million above fiscal year 2019
- $625 million for the State Homeland Security Grant Program – $100 million above fiscal year 2019
- $750 million for firefighter grants – $50 million above fiscal year 2019
- $110 million for Port Security Grants – $10 million above fiscal year 2019
- $110 million for Transit Security Grants – $10 million above fiscal year 2019
