AASHTO Issues Salary Survey, HR Metrics Report

The American Association of State Highway and Transportation Officials recently released two new reports: The 2025 edition of the AASHTO Salary Survey, which provides job classifications and salary information on positions currently utilized by state departments of transportation, and the 2025 AASHTO State DOT HR Metrics Report.

AASHTO said its annual Salary Survey contains more than 90 titles grouped among several job categories: Administration; Planning; Operations, Maintenance and Safety; Project Development and Engineering; and a new job category, Motor Vehicles.

Each title includes a brief description, as well as state-by-state information on the number of incumbents, salary ranges, base pay percentiles, and employee benefits. In addition to providing state-by-state average salaries for each job title, the report provides median salaries and salary quartiles, AASHTO said.

Meanwhile, the 2025 AASHTO State DOT HR Metrics Report provides key human resource metrics from state DOTs that responded to a survey developed by the AASHTO Committee on Human Resources.

In the survey, state DOTs were asked to provide information on employee counts and tenure, turnover and retirement, telework, and diversity data, both for the entire agency and broken down by Equal Employment Opportunity or EEO position categories.

The collection and reporting of this data is designed to create a uniform set of metrics to inform nationwide policies, processes, and best practices, AASHTO said.
