The American Association of State Highway and Transportation Officials has appointed Caleb Dobbins, state maintenance engineer for the New Hampshire Department of Transportation, to a two-year term as chair of its Snow and Ice Cooperative Program, known as SICOP.

Dobbins has worked for the New Hampshire DOT for nearly 33 years and earned a civil engineering degree from Carnegie Mellon University in 1988.
SICOP is a winter maintenance technical service program originally formed by AASHTO in 1993.
Its ongoing mission is to help improve winter operations strategies for state departments of transportation and others involved in snow and ice removal work through the dissemination of information regarding new technologies and techniques.
SICOP also hosts a winter operations podcast as a way to help the latest information on snow and ice fighting tactics.
