Serna Stepping Down as Secretary of NMDOT

Ricky Serna (above) plans to resign as secretary of the New Mexico Department of Transportation effective February 20 after three-and-a-half years in the role.

In a statement, Governor Lujan Grisham (D) thanked Serna for his service and noted plans for his successor will be announced in the coming weeks.

“I thank the governor for the confidence she put in me to serve my fellow New Mexicans,” said Serna. “You have my commitment to a strong transition and my assurance that a capable and engaged team awaits my successor.”

During his tenure at NMDOT, he helped spearhead the development of the Industry Credential Pipeline Program that seeks to connect job seekers to career opportunities within the transportation sector.

The agency created the pipeline program to prepare individuals for high-demand roles by integrating on-the-job learning and industry credentialing to build the transportation industry pipeline from an early stage in key areas such as planning, engineering, finance, budgeting, economics, commercial driver licensing, and Geographic Information Systems.

Before leading NMDOT, Serna served as acting secretary of the Department of Workforce Solutions and as acting director of the State Personnel Office.

Overall, Serna spent more than a dozen years in public education and state government roles. Prior to joining the Gov. Lujan Grisham’s administration, he worked in a variety of roles in New Mexico higher education institutions.

A first-generation college graduate from Española, Serna earned a bachelor’s degree in elementary education and a master’s degree in educational leadership, both from New Mexico Highlands University.
