The board of directors for the American Association of State Highway and Transportation Officials has appointed Justin Powell (above), secretary of the South Carolina Department of Transportation, as its treasurer.

Confirmed as the agency’s secretary by the state legislature in April 2024, Powell previously served as SCDOT’s chief operating officer, chief of staff, and as deputy secretary for finance and administration.
AASHTO’s treasurer oversees all of the association’s funds and financial transactions, ensuring those activities conform to policies adopted by AASHTO’s executive committee.

Prior to joining SCDOT in 2019, Powell worked for several local government agencies including the Dorchester County, SC; the city of Greenville, SC; and Fairfax County, VA.
Raised in Charleston, SC, Powell holds a Bachelor of Arts from Wofford College and a master’s in public administration from the University of North Carolina at Chapel Hill. He and his wife, Ashley, live in Lexington, SC, with their two children, Ella and Gus.
