The National Operations Center for Excellence or NOCoE – a partnership of the American Association of State Highway and Transportation Officials, the Institute for Transportation Engineers, and the Intelligent Transportation Society of America, with support from the Federal Highway Administration – recently named the winners of its 2022 TSMO Award contest.

TSMO – short for Transportation Systems Management and Operations – is a set of strategies that focus on operational improvements that can maintain and even restore the performance of the existing transportation system without adding extra capacity, with a goal of getting the most performance out of existing transportation facilities.
The NOCoE TSMO Awards contest celebrates TSMO strategies and tools that leverage existing infrastructure to increase safety and reliability.
Judges from a variety of backgrounds and experience within the TSMO industry selected the winners – including a tie – of its 2022 awards competition from a pool of 28 nominations from state, regional, and local agencies across four categories. Those winners are:
- Best TSMO Project: New Jersey Department of Transportation for its Route 1 ITS improvement project.
- Agency Improvement: Manatee County, FL, for its project to expand TSMO capabilities to enhance multimodal safety and operations, along with the Florida Department of Transportation’s Central Office TSMO implementation plan.
- Digital Infrastructure: The Florida Department of Transportation for itsmotor carrier size and weight Freight Operations Exchange or FOX, which leverages TSMO to improve freight mobility and safety.
- Diversity, Equity, and Inclusion for TSMO: Oregon Metro for its strategy to incorporate a racial equity focus into its TSMO efforts.
As with its previous TSMO competitions, NOCoE said it would develop TSMO case studies based on all 28 submissions to this year’s contest, including the four winners.
