New Members for NOCoE Strategic Advisory Council

Two new members have joined the National Operations Center of Excellence or NOCoE Strategic Advisory Council: Kristina Boardman (above at right) and Marc Jocobson.

NOCoE is a partnership of the American Association of State Highway and Transportation Officials, the Institute for Transportation Engineers, and the Intelligent Transportation Society of America – with support from the Federal Highway Administration – that aims to advance the use of Transportation Systems Management and Operations or TSMO strategies across the country.

Tracy Larkin Thomason – chair of the NOCoE SAC and the executive director of the Nevada Department of Transportation – appointed both Boardman and Jocobson.

Boardman became the first woman named as secretary of the Wisconsin Department of Transportation in September 2024. She had previously served in a variety of roles in the agency, including administrator of the Division of Motor Vehicles or DMV.

In addition to her time at Wisconsin DOT, Boardman spent nearly three decades working for state government in a variety of roles, including 10 years as a legislative aide for the Wisconsin State Assembly, before transitioning to Wisconsin DOT in 2005.

Boardman – who holds a Bachelor of Arts degree in political science from Augustana College in Rock Island, IL – also serves as the chair of the AASHTO Committee on Safety.

Jocobson currently serves as the program manager of the City of San Antonio’s Transportation Systems Management & Operations Program in the Public Works Department, which is responsible for the design, operation, and maintenance of the City’s traffic signals, school flashers, and other Intelligent Transportation Systems. 

He holds both  Bachelor and Master of Science degrees from Texas A&M University.
