Maryland DOT’s Sagal Named NOCoE TAC Chair

Joey Sagal (seen at right in above photo) of the Maryland Department of Transportation is the new chair of the National Operations Center of Excellence’s Technical Advisory Committee or TAC. He has been a member of the NOCoE TAC since 2018.

As chair, Sagal – who has over 24 years of experience in transportation operations – will provide leadership and oversight of the committee that provides key input into NOCoE’s technical services to empower the Transportation Systems Management and Operations (TSMO) community with knowledge and skills.

NOCoE is a partnership of the American Association of State Highway and Transportation Officials, the Institute for Transportation Engineers, and the Intelligent Transportation Society of America, with support from the Federal Highway Administration.

Its unique mix of state, local, academic, and private sector representation is a key feature of NOCoE and ensures its ability to provide knowledge resources that effectively advance all aspects of TSMO.

Sagal currently serves as the chief operating officer of the Maryland Transportation Authority (MDTA) – a division of the Maryland DOT – overseeing operations of MDTA’s eight toll facilities, two turnpikes, two tunnels, and four bridges.

He most recently served as deputy administrator/chief engineer of operations for the Hanover district at the Maryland State Highway Administration (SHA), another Maryland DOT division.

Before rejoining Maryland DOT-SHA in 2016, Sagal served as a transportation specialist with the FHWA’s Resource Center. He is a recognized national subject matter expert in traffic incident management and operations and has served in many leadership roles for the AASHTO Committee for Transportation Systems Operations as well as for the Transportation Research Board.
