Reed shares how his agency is helping advance the state’s $10 billion Eisenhower Legacy Transportation or “IKE” program. That 10-year program features major transportation system expansion projects in both metropolitan and rural areas across Kansas – including the state’s very first express toll lanes.

Reed also explained in the video how Kansas DOT is focused on improving mobility, supporting the agricultural economy, and delivering projects faster through alternative delivery methods; a topic he expanded on as part of a knowledge session held at the AASHTO 2025 Spring Meeting in Hartford, CT.

Reed was appointed by Governor Laura Kelly (D) in June 2023, and began his career at Kansas DOT in 2002 as a bridge designer. Prior to assuming leadership of the agency, he had served as senior director and division director for engineering and design for Kansas KDOT.

Reed holds a bachelor’s degree in civil engineering and master’s degree in civil engineering, both from Kansas State University.
