The American Association of State Highway and Transportation Officials recently named James Fallon (above) – chief engineer and bureau chief of Engineering and Construction for the Connecticut Department of Transportation – as the Region 1 member of its Special Committee on Research and Innovation or R&I Committee.

The R&I committee supports AASHTO and the transportation community by delivering strategic, high-quality research results while addressing development, technology transfer, and implementation.
Fallon – who officially became CTDOT’s chief engineer and bureau chief on February 1 – is responsible for overseeing 1,200 agency employees and billions of dollars of capital projects statewide, with investments and improvements planned for roads and bridges, transit stations, bicyclist and pedestrian facilities through a Complete Streets Design Directive, and more.
He began his career with the CTDOT in 1994 within the divisions of Traffic Engineering and Highway Operations. Later, Fallon worked in the Office of Finance, planning CTDOT capital projects. He then managed a newly created Office of Quality of Assurance, ensuring the completion of technical audits and process reviews so they met agency goals and objectives.
He subsequently worked with CTDOT’s divisions of Design Services, Facilities and Transit, and Highway Design, overseeing and managing muti-faceted multimodal projects throughout the state. In 2020, Fallon was promoted to assistant chief engineer before being named chief engineer in December 2024.
Fallon holds a Bachelor of Arts from Fairfield University, a Bachelor of Science in Civil Engineering from the University of Connecticut, and a Masters of Business Administration from the University of Connecticut.
