The American Association of State Highway and Transportation Officials recently issued its 2023 Annual State DOT HR Metrics Report.

This annual report provides key human resource or HR metrics from state departments of transportation that responded to a survey developed by the AASHTO Committee on Human Resources and administered by the Montana Department of Transportation.
The survey’s questions – developed jointly by the AASHTO Committee on Human Resources and the Montana DOT – focused on the following areas:
- General Metrics: Position counts, average age of new hires and current employees, average length of service, turnover rates and type of turnover, plus retirement eligibility/projections;
- Telework Data: Percentage of staff teleworking full-time, part-time, or outside of the state;
- Diversity Data: Gender, race, ethnicity, veteran, and disability status data for the entire agency; broken down by Equal Employment Opportunity or EEO position categories.
The collection and reporting of this data will assist in creating a uniform set of metrics to guide nationwide policies, processes, and best practices in alignment with the AASHTO Committee on Human Resource’s work plan and the many human capital initiatives underway across the country.
