The American Association of State Highway and Transportation Officials has appointed Stephen Kirk – chief internal auditor and director of the office of internal audit for the Illinois Department of Transportation – to a two-year term as chair of the Committee on Internal and External Audit. He previously served as the committee’s vice chair.

A 12-year veteran of the Illinois DOT, Kirk’s office directs and implements a comprehensive agency-wide internal audit program for the agency; conducts audits and reviews of agency programs, policies, and procedures to evaluate their effectiveness; develops the agency’s annual audit plan; and monitors implementation of audit recommendations and findings.
Kirk – who has over 30 years of auditing experience – previously served as the internal audit manager for the Office of Internal Audit, responsible for overseeing various agencies under Illinois’ governor. He also worked as internal auditor and senior auditor for the Capital Development Board and Illinois Securities Department, respectively.
A graduate of Eureka College with a bachelor’s degree in economics, Kirk is a certified internal auditor, certified government auditing professional, and serves on the board of the Institute of Internal Auditors.
