The American Association of State Highway and Transportation Officials recently signed a memorandum of understanding or MOU with the Korea Intelligent Transport Systems Association – known as ITS Korea – on October 22 during the 2026 ITS World Congress conference, held in Gangneung, South Korea.

Under the agreement, the two organizations will share details regarding policy and industry trends in new technologies related to vehicle-to-everything (V2X) communications and digital road infrastructure, as well as information on ITS standardization, testing, and performance evaluation.
Both organizations also seek to help member and associated-experts participation in international events, training, and technical exchanges – including the exchange of best practices among relevant road and transport agencies in South Korea and the United States.

In particular, AASHTO and ITS Korea plan to expand technical and policy exchanges through regular bilateral cooperation meetings and identify specific projects for cooperation between local governments and road-related agencies in the two countries.
Subsequently, at the ITS World Congress in South Korea, the two organizations held their first official cooperation meeting and discussed policy and technology trends in key ITS fields, including V2X and digital road infrastructure, as well as future cooperation plans.
“American quality of life and economic mobility depend in large part on the quality and vibrancy of our transportation infrastructure to connect people as well as goods to their destinations safely – and those are values shared by ITS Korea for South Korea’s own transportation network,” noted Jim Tymon, AASHTO’s executive director. “Through this MOU and the sharing of best practices, we hope to expand the safe and efficient use of V2X and digital road infrastructure technologies within our respective countries.”
Additionally, AASHTO organized an “International Day” event at the 2026 ITS World Congress – an event the organization has hosted for more than 10 years as a recurring forum where U.S. state department of transportation leaders and international transportation officials exchange perspectives on ITS deployment, emerging technologies, and Transportation Systems Management and Operation or TSMO strategies.
AASHTO also hosted a series of bilateral meetings at the 2026 ITS World Congress between a delegation of AASHTO staff and seven state DOT leaders – including Russell McMurry, AASHTO president and commissioner of the Georgia Department of Transportation; Marc Williams, AASHTO vice president and executive director of the Texas Department of Transportation; and Garrett Eucalitto, immediate past AASHTO president and commissioner of the Connecticut Department of Transportation – and transportation leaders from around the world to strengthen international partnerships and advance collaboration on key transportation priorities.
Those discussions provided an opportunity to exchange best practices, explore emerging technologies, and identify opportunities for future cooperation in areas such as safety, mobility, automation, and digital infrastructure, AASHTO noted.
