The American Association of State Highway and Transportation Officials has hired Jennifer Hall to be deputy director-chief of staff.
Hall, who currently serves as executive vice president and general counsel for the American Trucking Associations, begins her new role at AASHTO on January 10, 2022.
Hall will oversee the engineering, safety and mobility, publications, and meetings/member services divisions at AASHTO.
In that role, she will work with the respective directors and team members of those divisions to provide leadership and guidance for the work of AASHTO’s committees, the production of the association’s technical standards and publications, and the coordination of more than two dozen industry meetings and conferences.
In addition to those duties, Hall will serve as AASHTO’s general counsel and oversee the association’s legal affairs, including the contracts and agreements AASHTO enters into with outside organizations, state agencies and the federal government.
She will also collaborate with Joung Lee – AASHTO’s new deputy director-chief policy officer – to provide guidance and support to the association’s board of directors, executive committee, and strategic management committee, as well as to other AASHTO committees and councils.

In addition to her association experience, Hall has a distinguished and long career in transportation, previously serving in senior roles with the Transportation and Infrastructure Committee in the U.S. House of Representatives as well as the Federal Emergency Management Agency.
