The American Association of State Highway and Transportation Officials recently appointed a new chair and vice chair for its Committee on Internal and External Audit, which develops and maintains standards for audit procedures that are sufficiently flexible for use by state departments of transportation across the country.

Vickie Murphy, chief auditor for the Office of Audit and Analysis at the Arizona Department of Transportation, has been named to a two-year term as chair of the AASHTO Committee on Internal and External Audit.
Murphy’s auditing experience spans a wide variety of sectors, including with state correctional agencies, state departments of transportation, the non-profit sector, as well as federal and state legislative offices.
She began her auditing career as a financial compliance auditor with the Montana Legislative Auditors Office in 1989, where she spent 10 years, then moved over to the Montana Department of Corrections as an internal auditor before joining the Montana Department of Transportation in 2003 where she spent 16 years climbing the ranks from operations analyst to chief auditor before taking on the role of chief auditor for the Arizona Department of Transportation in April 2020.
Murphy holds a Bachelor of Science in business administration with emphasis in accounting and finance from the University of Montana. She has also served a facilitator for the Institute of Internal Auditors for over 10 years and is a Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, Certified Information Systems Auditor, Certified Government Auditing Professional, Certified Internal Control Auditor, Certified in Risk Management and Assurance, and Certified in Control Self Assessments.
Murphy has been actively involved with AASHTO’s Internal/External Audit Committee since 2007, serving on its Peer Review committee for eight years as well as vice chair of the overall committee from 2024 through 2026.
Concurrently, Joshua Nix – audits administrator for the Office of Audits at the Georgia Department of Transportation since 2014 – has been named to a two-year term as vice chair of the AASHTO Committee on Internal and External Audit.
He provides leadership and oversight for professional audit staff responsible for conducting internal and external audits in accordance with Government Auditing Standards; providing Georgia DOT with independent assurance, accountability, operational effectiveness, and compliance with federal regulations, state laws, and management policies.
Nix began his career in public service with the Georgia Department of Audits and Accounts. He is a Certified Public Accountant, Certified Fraud Examiner, and Certified Government Financial Manager and holds a bachelor’s degree in business administration with a major in accounting from the University of North Georgia.
