Louisiana DOTD Helps Establish New AAM Testing Site

The Louisiana Department of Transportation and Development and its partners recently launched “LIFTOff Louisiana” at the Houma-Terrebonne Airport to provide the Federal Aviation Administration with an Advanced Air Mobility or AAM test site in the U.S.

The agency said AAM is an umbrella term for emerging aircraft types and related systems designed to move people and cargo; typically aircraft that are highly automated, electrically powered, and that can take off and land vertically. Potential applications include passenger and cargo transportation, emergency response, and industrial support, Louisiana DOTD noted.

The agency stressed that said the airport’s high volume of air traffic provides a real-world setting for evaluating how emerging AAM aircraft can operate safely alongside established helicopters and fixed-wing operations – adding that findings from this new test site will help the FAA validate safety concepts, identify regulatory gaps, and develop rules that can be applied across the country.

“As technology continues to adapt, we want Louisiana to be at the forefront of aviation innovation – LIFTOff Louisiana does that,” noted Governor Jeff Landry (R) in a statement. “I’m excited to see the opportunities this program will pave for aviation in our state and throughout the nation.”

“LIFTOff Louisiana shows how we can embrace new technology while keeping safety at the center of every decision,” added Glenn Ledet, Louisiana DOTD secretary. “By connecting transportation innovation with Louisiana’s strengths in energy, manufacturing and logistics, we can support economic growth, strengthen our workforce and create new opportunities for communities across the state.”

The agency said LIFTOff Louisiana’s planned operations will evaluate cargo and personnel transportation, including routes to offshore energy facilities in the Gulf of America and energy industry sites in Louisiana, Texas, and Mississippi.

The initiative will also bring together aircraft developers BETA Technologies and Elroy Air with established operators Bristow Group and Metro Aviation to provide advanced platforms for phased testing.

“By testing advanced aircraft in demanding, real-world environments, we can build the evidence, standards, and confidence needed to scale these technologies safely,” noted Michael Kratsios, assistant to the President for science and technology and director of the White House Office of Science and Technology Policy. “This is how America leads, by inventing boldly, testing rigorously, and putting the future of flight to work here at home.”

Louisiana DOTD added that the state’s role in this initiative extends beyond flight testing. Education partners – including Fletcher Technical Community College and Nicholls State University – will connect this AAM test site to workforce training and applied research.

Regional communities, tribes, local governments, and economic development organizations will also participate in this AAM project’s planning and implementation, the agency said – providing input on routes, emergency response needs, and community concerns, while helping develop pathways to emerging aviation careers for state residents.
