AASHTO’s Committee on Design – which is chaired by Shanté Hastings, secretary of the Delaware Department of Transportation – develops and maintains guidance pertaining to the design and performance of a multi-modal transportation system.

Siwula began working with the KYTC in 2000 through a Civil Engineering Scholarship, then joined the agency full-time in 2005. He spent five years in KYTC’s Lexington District, moved to the KYTC Central Office in 2011 to assist with the administration of the Highway Safety Improvement Program, and then joined the State Highway Engineer’s Office in 2014 as KYTC’s innovation engineer.

Siwula later served as assistant state highway engineer at KYTC before being appointed deputy state engineer – with an official title of executive director for the Office of Project Development – in 2022.
