RFPs Sought for AASHTO Leadership Development Series

The American Association of State Highway and Transportation Officials recently issued a Request for Proposals or RFP for the AASHTO Leadership Development Series.

AASHTO targets specific needs within three different career development phases for state department of transportation employees:

  • The AASHTO Management Institute (AMI) is for emerging leaders who may be new to supervision or looking to refresh leadership skills.
  • The AASHTO Leadership Institute (ALI) is geared to mid- to high-level managers with high potential for executive level positions.
  • The AASHTO Executive Institute (AEI) is designed for executives to assist with management and succession planning at the highest organizational levels.

Since 2020, AASHTO has worked to align these previously separate courses into a unified leadership series managed by a single contractor team. AASHTO’s current agreement expires December 31 and, as a result, the organization is hosting a competitive procurement opportunity to select a contracting partner for the next four to six years.

AASHTO said its RFP aims to solicit proposals from interested and qualified contractors to develop, deliver, and administer the curriculum of the AASHTO Leadership Development Series with courses starting in 2027. The initial contract period should operate from July 1 this year through December 31, 2030, with the opportunity for two additional one-year extensions.
