The American Association of State Highway and Transportation Officials has named Edwin Sniffen (above) – director of the Hawaii Department of Transportation – to a two-year term as chair of its Council on Water Transportation.

AASHTO’s Council on Water Transportation addresses all policy, regulatory, safety, and enforcement issues impacting the nation’s coastal, inland, and Great Lakes waterways’ ability to move goods efficiently on the national freight transportation network.
Sniffen is a recognized state department of transportation leader on the topic of resilience. He has served as the chair of AASHTO’s Committee on Transportation System Security and Resilience and has testified on Capitol Hill about a variety of infrastructure resiliency issues as well.
Sniffen also participated in a knowledge session on infrastructure resilience hosted during AASHTO’s 2022 Spring Meeting in New Orleans and on a recent series of podcasts hosted by AASHTO re:source – a major AASHTO technical service program that provides services and tools through three major programs: the Laboratory Assessment Program, the Proficiency Sample Program, and the AASHTO Accreditation Program.
