The American Association of State Highway and Transportation Officials Board of Directors approved forming a new Transportation Performance Management or TPM technical service program during its 2021 virtual spring meeting.
The new technical service program will provide an “umbrella program” of products and services to help state departments of transportation implement robust TPM programs within their agencies.
The TPM program proposal grew out of the successful TPM pooled fund program initially led by the Rhode Island Department of Transportation with support from the Federal Highway Administration.
The TPM pooled fund program began in 2015 out of recognition that state DOTs would need support to implement the then forthcoming performance management regulations and that pooling resources would be an economical and effective method to provide the needed educational and technical support.
Working in partnership with AASHTO and its Committee on Performance-based Management, the TPM pooled fund program grew from an initial budget of $250,000 with 20 members to a current budget of $9 million and 42 members including two metropolitan planning organizations.
AASHTO and FHWA will host a TPM webinar on May 19 to provide more insight on this transition as well as emerging TPM priorities and incorporating transportation performance topics such as climate change, public health, equity, and active transportation measures. The presenters for this webinar include:

- Roger Millar, secretary for the Washington State Department of Transportation.
- Margaret Anderson Kelliher, commissioner of the Minnesota Department of Transportation.
- Shawn Wilson, secretary of the Louisiana Department of Transportation and Development.
